In addition to regularly facing the challenge of estimating the community benefits that might arise from specific construction projects or programmes in their area, local authorities are also required to negotiate with developers and contractors on the realistic levels of construction jobs and training places that should be generated and offered to local residents.
Traditionally this has often been done by rough estimation with little supporting evidence.
