Part L 2010 is the latest stage on the road to zero carbon construction that was started by the European Performance of Buildings Directive (EPBD) in 2006. Subsequent initiatives, including energy performance certificates (EPCs), the carbon reduction commitment and the feed-in tariff for renewables adopt a carrot-and-stick approach to low carbon design. In particular, EPC targets have been adopted by many developers and owners as an additional benchmark to drive low energy design.
